This paper proposes a framework to address the balance between social and environmental sustainability in transportation. It highlights the need for carbon-intensive transport in developed countries and discusses justice implications of transport emissions for future generations. The framework integrates human needs theory and structuration theory to explore how social equity in transport can be achieved alongside ambitious climate goals.
